Only if you choose an expiry date. Leave it on "No Expiry" and the QR code is static — the data is encoded in the image itself and it will never stop working.
A static QR code does not, because nothing about it touches a server. A dynamic (expiring) QR code does track a scan count, since that requires a server to look the code up.
A few thousand characters in theory, but dense codes need a good camera. Keep URLs short for reliable scanning.
Privacy and security
A static QR code (no expiry) is generated entirely in your browser, like every other tool here. A dynamic QR code (with an expiry date) sends the destination URL to our server, because it needs to look up and possibly change that destination later. Nothing else about you or your device is sent either way.
